Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are released from multiple capitals. Immense energy is expended on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that European nations are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This cycle will, certainly, endure.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a premise understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not change more in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but averting a total frontline collapse until conditions improve in its favour.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be much harder after current events, it remains very improbable that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
